China's polyvinyl chloride market is finding a tentative equilibrium through a combination of supply-side discipline and export growth, even as the domestic construction sector remains a drag. April 2026 prices at $735/mt CFR China represent a meaningful recovery from the 2025 trough of $630-650/mt, but remain well below the Q1 2026 highs near 6,000 RMB/ton that briefly emerged on cost-push and export strength.

The most important structural factor supporting prices is the absence of new capacity. As of March 2026, total Chinese PVC capacity stands at 29.115 million tonnes per year, and no new additions are scheduled for the remainder of 2026. This zero-incremental-supply environment is a sharp reversal from the 2023-2025 period when capacity expanded by 3-4 Mt/yr, crushing margins and pushing prices to multi-year lows. Only a small amount of outdated capacity is expected to be retired.

Operating rates have adjusted to demand conditions. The industry rate sits at approximately 71.9%, down from over 80% in prior periods, as spring maintenance programs at both carbide-based and ethylene-based PVC plants have reduced output and helped digest elevated inventories. The maintenance season is also providing a cushion against the still-elevated inventory overhang that accumulated during 2025's glut.

Export markets have become the safety valve. Customs data shows substantial growth in Vinyl Chloride Monomer (VCM) and PVC exports in the first quarter of 2026, with producers aggressively clearing surplus into overseas markets. The export tax rebate adjustment created a rush export window, and Chinese PVC found willing buyers in India, Southeast Asia, and Africa. Chinese PVC exports are now a structural feature of the global market, not just a cyclical release valve.

Feedstock cost dynamics have shifted. Vinyl Chloride Monomer (VCM) prices have firmed to $0.72-0.86/kg globally, driven by tighter ethylene costs linked to Middle East supply constraints and recovering PVC sector procurement. This provides a cost floor: even with weak demand, PVC cannot fall back to $600/mt without VCM producers operating at a loss. The ethylene-to-VCM-to-PVC cost chain has reinforced, with ethylene-based plant margins recovering while losses at carbide-based plants narrowed as coal prices fell.

Demand is a tale of two markets. Real estate, traditionally the largest PVC consumer through pipes, profiles, and window frames, remains weak. New housing construction starts are still contracting, though the pace of decline has narrowed to within 10%. The commercial housing sales area is stabilizing. On the positive side, infrastructure spending driven by the 15th Five-Year Plan is supporting municipal pipeline projects and power engineering, both significant PVC consumers through pipe and cable demand.

Analyst consensus is that PVC prices will exhibit low-level volatility for the balance of 2026. The bull case: continued export strength, firm VCM costs, and the absence of new capacity could push prices toward $800/mt. The bear case: if the infrastructure stimulus disappoints and real estate continues to slide, exports alone cannot clear the supply, and a return to $650/mt is possible. The base case is a range of $700-780/mt for H2 2026.

What this means for buyers

PVC buyers have a rare window of balanced bargaining power. The zero-new-capacity environment means suppliers cannot easily threaten market share driven price cuts, while weak construction demand means buyers cannot be forced into panic buying. The optimal procurement strategy is three-pronged. First, anchor 50-60% of H2 requirements on quarterly contracts tied to a blended index of Chinese domestic CFR pricing and VCM cost, this captures the cost floor while avoiding spot volatility. Second, use the export parity mechanism: if Chinese domestic prices exceed export netbacks by more than $30/mt, increase spot purchases knowing that export-oriented producers will redirect volume back to the domestic market, capping the upside. Third, for pipe and profile manufacturers specifically, the infrastructure pipeline under the 15th Five-Year Plan creates demand visibility into 2027. Use this visibility to negotiate 18-month contracts at current levels with a volume floor, protecting against the risk that infrastructure demand eventually tightens the market. The key risk to monitor is ethylene pricing. If Middle East tensions push naphtha and ethylene costs higher, VCM and PVC will follow regardless of Chinese demand conditions. Buyers should build finished goods inventory before any escalation in Hormuz-related shipping disruptions, as PVC is directly exposed to naphtha-based production costs globally.
