The European ammonia market is trapped between uncompetitive domestic production and expensive imports. European domestic production costs hover at $697/mt, meaning even at elevated import prices, European producers are barely competitive.

European production: structurally uncompetitive

The European Commission's Fertiliser Action Plan acknowledges that EU mineral fertilizer output remains 10-15% below pre-2022 levels — a gap that has not closed despite three years of market adjustment. The root cause is natural gas costs. European ammonia production requires approximately 35 MMBtu of gas per ton of ammonia. With European gas prices structurally higher than US Henry Hub or Middle East benchmarks, the region's ammonia capacity has shifted from swing producer to stranded asset.

Yara, Europe's largest ammonia producer, reported a 15% rise in its European Q2 2026 gas costs, reinforcing a strategic pivot toward lower-cost production regions. The company has expanded its US capacity and is directing investment toward low-carbon ammonia projects in Norway and the Netherlands, but short-term production in Europe continues to shrink.

CF Industries' European subsidiary, CF Fertilizers UK, has maintained its Billingham ammonia plant at reduced operating rates, consistent with the industry-wide pattern of partial utilization across the continent. The company's strategic focus has shifted decisively toward its US Gulf Coast assets, where natural gas feedstock costs are a fraction of European levels.

The CBAM dimension

The EU's Carbon Border Adjustment Mechanism (CBAM) adds approximately $60/mt to the cost of imported ammonia with a carbon intensity of ~2.2 t CO2e/t NH3, lifting effective import costs to roughly $750/mt — right at spot deal levels. This means that even with higher carbon costs included, imported ammonia is at or below the cost of domestic production. The mechanism is functioning as designed: it disincentivizes high-carbon (primarily Russian and Middle Eastern) imports without making European production competitive.

For procurement teams, the CBAM creates a two-tier market. Low-carbon ammonia from Trinidad (gas-based, low flaring) and US Gulf Coast (modern plants, methane capture) carries a lower carbon cost and thus a price advantage of approximately $40-60/mt over Russian or Qatari material. Russian ammonia, while competitively priced at FOB level at $300-350/t Black Sea, faces both CBAM penalties and logistics constraints.

Middle East disruption and global trade flows

The Hormuz crisis hit ammonia particularly hard. Iran is a significant ammonia exporter, and Qatari production was halted entirely for several weeks. Trinidad, the largest single ammonia exporter globally, has increased output to fill the gap, but shipping constraints — longer voyage distances, higher freight rates — have limited the speed of adjustment.

A global assessment for March 2026 shows regional prices ranging from $300/mt in Northeast Asia to $680/mt in Europe and Africa. The spread of nearly $380/mt reflects both production cost differences and acute logistics bottlenecks. Northeast Asian buyers benefit from proximity to Middle Eastern supply that has been redirected away from Hormuz routes, while European and African buyers pay the premium for Atlantic Basin cargoes.

Forward outlook

A Europe-wide market study projects a price rebound in 2026, with prices rising to $610/t on renewed downstream demand for nitric acid, ammonium sulfate, and urea — after relatively softer conditions in 2025. The base case for H2 2026 sees ammonia prices in the $650-750/mt CFR NWE range, with the upper bound determined by European gas prices and the lower bound by Trinidad and US Gulf availability.

Downside risk: a cold European winter 2026-27 could spike gas prices above $40/MWh TTF, pushing European ammonia production costs above $800/mt and forcing further capacity idling. This would paradoxically support import prices even as European producers lose money.

What this means for buyers

European ammonia buyers face a structural challenge that will not resolve quickly. European production is unlikely to recover to pre-2022 levels given the permanent gas cost disadvantage. The procurement strategy should shift from spot purchases toward term contracts with US Gulf and Trinidad suppliers, structured to share freight risk. For buyers with storage capacity, consider building positions during the seasonal Q3 demand trough, when Trinidad output peaks and European demand temporarily softens. Factor CBAM costs explicitly into all import decisions — the $40-60/mt difference between low-carbon and high-carbon cargoes is real and will widen as the mechanism phases in. Russian ammonia remains available at Black Sea FOB of $300-350/t, but buyers must account for reputational risk, payment complexity (sanctions-compliant FX), and the CBAM premium on arrival. The safest procurement path is term contracts with Trinidad and US producers, with price indexed to TTF gas minus a conversion discount reflecting the production cost advantage.
