China's secondary lead industry has reached a new operational milestone. The sector now accounts for 62% of the country's total refined lead production, up from 55% in 2022, driven by aggressive environmental policies that have reduced the competitiveness of primary smelting. The Ministry of Ecology and Environment's continuous emission monitoring requirements have favored compliant secondary producers with efficient fume capture systems.

Scrap battery availability has improved markedly. The expansion of regulated collection networks — from 180 authorized collection points in 2023 to 420 in 2026 — has increased formal scrap capture rates to 92% in urban areas. Lead-acid battery replacement cycles accelerated in 2025-2026 as extreme temperatures across China reduced average battery life, increasing scrap supply to secondary smelters.

The secondary production growth has created a price ceiling for LME lead. Chinese secondary producers can economically produce refined lead from scrap at a cost equivalent to approximately $1,800-1,900/mt LME equivalent, depending on scrap prices and regulatory costs. When LME lead rises above $2,050/mt, secondary margins widen, incentivizing maximum capacity utilization that eventually brings the market back into balance.

However, the secondary industry faces its own challenges. Lead-acid battery recycling generates significant sulfuric acid and plastic waste, and compliance costs with new wastewater discharge standards (GB 30484-2026) will add an estimated $20-30/mt to production costs when fully implemented in Q4 2026. Antimony prices — a key hardening additive in lead alloys — have risen 40% year-to-date, adding another cost input.

What this means for buyers

Secondary lead production provides a flexible supply buffer that will limit sharp price spikes. Buyers should see any move above $2,100/mt as a strong selling or hedging opportunity. The secondary cost floor of $1,800-1,900/mt provides downside support. Focus on securing supply through long-term contracts with secondary producers rather than primary.
